Members of Parliament may not abuse their power to acquire property rights, interests or status through contracts or orders with the state, public agencies and companies, or to mediate the acquisition of property rights, interests or status by others. Matters such as pardon, commutation of sentence, and restoration to the original status quo are all regulated by law. All citizens have the right to live a humane life. If ongoing spending is required for more than a financial year, the government must set deadlines and obtain parliamentary approval for continued spending. If property rights and compensation are accepted, used or restricted due to public needs, they must be implemented in accordance with the law and full compensation must be provided. Political parties are protected by the state in accordance with the law, and the state can provide the resources required for the operation of political parties in accordance with the law.
The total amount of the reserve must be approved by Congress. Reserve spending must be approved by the next Congress. If an objection is raised to a bill, the President may transmit the objection in writing to Congress and request reconsideration within the time specified in paragraph (1). The same goes for when Congress is not in session. I solemnly swear to the people that I will faithfully perform my duties as president, uphold the Constitution, defend the motherland, strive for the peaceful reunification of the motherland, promote people’s freedom and welfare, and develop national culture. By regulating and controlling the economy, the state can maintain the stability and full balance of national economic growth and income distribution, prevent market dominance and abuse of economic power, and achieve economic democratization through harmony among economic actors.
The President shall promptly disclose the reasons set forth in paragraphs 3 and 4. The state religion is not recognized and church and state are separated. The freedoms and rights of the people shall not be infringed upon for reasons not enumerated in the Constitution. The president cannot request reconsideration or amendment of certain bills.
